Sexual Predator Joe Baker Takes Job at La Felicidad Hotel in Esterillos, Costa Rica

The small surfer town of Esterillos has had a major change - one that the townfolks are not happy about.

Maria used to send her eldest daughter, 13, down the hill to the supermarket to pick up vegetables and other products about twice a week. Her daughter had to pass the yellow house on the corner. But now Maria walks the 3/4 mile round trip herself, leaving her daughter in a newly installed locked house. She fears for her daughter’s safety; she does not want “this evil” – convicted pedophile Joe Baker lives in that yellow house – to know she even has a daughter.

Esterillos is one of those traditional Costa Rica beach towns with palms and almond trees lining the beach. Its crystal clear blue ocean is an invitation to take a swim. A person driving south from Jacó or north from Quepos can easily miss the turnoff sign. A few Americans and Canadians expats live there, and the town knows everyone. The only thing the police worry about is an occasional drunk. For a long time it was sort of a secret surf spot to a chosen few; but lately there have been a couple of changes.

First, Esterillos has become a very popular surfing destination. The second change occurred during the second week of April 2010:  that is when Joe Baker, following his release from prison after serving ONLY 10 years of his 25-year sentence for sexually abusing underage girls, found a home in the center of Esterillos. He then took the town by shock by getting hired as a hotel manager/bartender at a small local tourist hotel, Hotel La Felicidad.

An American (who lives in the US), Abe Craddock, owns the hotel; messages left at the hotel asking “Why have you hired this sexual predator?” have gone unanswered. One person commented: “Craddock wanted an experienced manager/bartender to increase his sales.”

Makes you wonder what type of experience he is talking about?

In 1996, Joe Baker and his friend, Boston dentist Arthur Kanev (who is still behind bars), lured girls 12, 13 and 14 years old to their luxury house in Quepos, supplied them with drugs and alcohol, raped them repeatedly, and took pictures. Both were arrested in 1999.

It has been reported that hookers are frequently seen entering and leaving Baker’s house, and he often bring them to the hotel. He walks around freely like he owns the town.

A reader, seeing Baker in his car, jumped out and plastered our mug-shot of him on Baker’s windshield. Baker in turn, gave him an arrogant look, shrugged his shoulders, and moved on like it was no big deal.

Employees of the hotel live in fear. They are afraid of loosing their job if they speak out. They fear for the safety of their children as Maria does. Many wonder how in the hell an American who is a convicted molester of underage girls, a person whom the government should have deported immediately he stepped out of prison, is allowed to work in Costa Rica.

U.S. law enforcement agencies’ hands are tied. Baker is not wanted in the United States, so extradition is out of the question. Baker committed his crime in Costa Rica, served less than one-half his time there, and was released. When Baker was indulging his sexual appetite for young teenage girls, there were no strict laws in Costa Rica governing the sexual abuse of minors. Costa Rica was a haven for foreign pedophiles.

Since Baker’s arrival (1996), arrest (1999), conviction and subsequent 10 years in prison, his U.S. passport must have expired – unless he has somehow renewed it. This may be more ammunition for deportation. Costa Rican law requires all passports of foreigners in the country – residents and tourists alike – to be current. More than that, if your passport expires less than 30 days after your scheduled arrival, Costa Rica will not let you enter the country, even if your return flight or exit is scheduled before the expiration date.

However, as far as we know, the Dirección General de Migración y Extranjería (Costa Rican Immigration Department) has not contacted Baker.

Nor, as far as we know, have the Ministry of Labor or Costa Rica’s Social Security System taken any action. Baker, as far as we are aware, has no work permit, a requirement for all foreigners employed by an enterprise operating in Costa Rica. This is another cause for deportation. According to Costa Rica labor law (agree with it or not), Baker has taken a job away from Costa Rican citizen.

So why has the government not taken action against or deported this evil man?

The even bigger question, of course, is why did Abe Craddock hire this convicted pedophile who has menaced and put fear into a small town?

We sent e-mails to a few Costa Rica immigration attorneys asking how this person is allowed to stay. Not one of them replied. Why?

According to other emails we have received, everyone in the neighborhood where Baker lives is paranoid, scared, angry, and wants him out of town. It is whispered on every street corner, every business, and in just about every home.

One email we received says a mother put a curfew on her 13-year-old daughter, who must be home by 4 PM. Others, like Maria, are now locking their doors. Normally you see kids playing soccer in the local parks and young girls gathering on the streets in groups of twos, threes and fours in the early evening, but now at 9 PM, streets are empty.

Another surprise: the American-run Esterillos blog has not said one word about the new neighbor. It is because the retired Americans who run the blog don’t care, or are they just laying low in the hope that it will just go away. Their last blog posting in March was something about a recycling depot, and even their Facebook page  says nothing about Joe Baker.

    Dear Author and readers,

    Joe Baker is someone who I happened to know personally. I knew him when he was going through multiple trials, convictions, and retracted conviction in the past ten years of his detention. HE WAS COMPLETELY INNOCENT!!! IN FACT, the prostitutes that accused Joe initially 12 years ago, re-testified 2 years ago admitting that they had lied about the rapes, and that when Joe and Arthur “hired” the prostitutes ( during a very common American Tourist activity) the girls lied about their ages saying that they were all 18 or above. I was at several of Joe’s trials, and NEVER ONCE were there any PHOTOS of any rape or molestation. In fact, there ARE NO PHOTOS that even exist from that time. The girls admitted in court that they had lied about the rapes in order to receive a large settlement. The girls were lead by their corrupted pimps and victimized themselves in order to gain money. That is WHY Joe was released!!

    As an Author/ Editor of a travel website, you should no better to report such a story ONLY if you have both sides. Shame on you for posting such a sick fictional story. Any tico or tica would believe such words. Esterillos is a small village and rumors travel fast and change quickly.

    Joe past aways last year. 1 month after he got out of prison for serving a 10 year sentence from a false conviction. You can’t even imagine the state he had to live in that jail. It was horrific. I know I visited him.

    Again, as for this article, it is completely unprofessionally biased, and the Author should learn how to properly report a story. The greatest journalist didn’t advance by only interviewing one side.

      We have contacted many people in the Esterillos area when we learned of his death, and no one had heard anything about it – which is weird. Personally, we feel he may have left the country. So, to answer your question and a few others who have asked the same, we can not confirm his death.

    You people should do your research he was never convicted of any of these accused charges and this is currently a pending case against the Tico times. We was let out of prison after the same girls that testified against him admitted they lied and had to retestify. That is why he was released. He recently died and I hope you all rot in hell for slander.

  6. It is a medical fact that pedophiles do NOT change! It’s like saying a serial killer will stop killing cause “he’s learned his lesson.”
    Sadly, after much research and talking with victims of crime here in CR (and families of murder victims) I’m surprised thisc Joe person even did 10 years! I know several ticos and expats that have pressed charges against people for various crimes and even with eye witnesses and plenty of evidence these criminals are out within weeks or even days.
    The judicial system is broken and prisons are so overcrowded justice for victims and proper punishment for criminals have become a sad joke.
    If this kind of thing continues CR will lose much needed tourist dollars along with expats that relocat and invest here.

  7. Oliver, there is something wrong with your story and with your good friend Joe. Even if he was innocent he lived in the same house and saw what was happening to these young girls and never said a word. That makes him guilty in my eyes and he should have spent the rest of his life in prison.

    You say that he spent years in prison and probably learned his lesson. Well what is it? What lesson did he learn if he was innocent? If he was guilty I won’t take any chances that he “probably” learned his lesson.

    I have an idea. Why don’t you leave your daughter in the care of your good friend Joe for a couple of days.

    Last but not least, who would be jealous because he was hired to work at Hotel La Felicidad?

    I know Joe and I know this story and it is not like you are describing it. Joe used to live in the same house as Arthur; this guy was the real thing. Arthur was the responsible to bring the young girls and take advantage of them.
    Joe has spent his years in prison and he probably has learned his lesson for his crimes. As far as I understand his mayor crime was to keep his mouth shut and not telling the truth on his “friend” behaviors.

    The real criminal is Arthur Kanev, hide your kids if you see this guy back around Esterillos area. Joe is good guy; I’ve known this guy for a couple of years before he was arrested and I’m sure his time behind bars have made a positive effect and if he was guilty for any of the causes he was arrested for he won’t commit those errors again and your young girls can be safe.

    Don’t talk trash to ruin a guy life, live and let live and know your facts before talking. You may be jealous because he has a good and honest work at La Felicidad hotel and he was able to rise again.

    • Please talk to me about Joe Baker…he was my first love and we dated for 2 years when we were 18 at Texas Tech. I have thought about him a lot over tghe years. Is he really dead now? I want to know how this happened to him…call me at 512-573-XXXX.I went to his home in Lindsay and stayed at his parents house when school was out for the summer in 1969.     I am a fisherman from Florida, and have been fishing for over 20 years in Costa’s beautiful and rich waters. Trust me, This guy will be fish food before dry season next year! and you’ll never hear about it again! Fisherman have Daughters too!

    Somewhere, I read that anyone who does time in Costa Rica is then no longer a foreigner. They can live and work here because they’re legal. I can’t say for sure it’s true, but this makes it sound as though it is.

    U.S. law enforcement agencies’ hands are NOT tied and extradition is NOT out of the question. In 1996 the U.S. passed a law that makes it a federal crime to travel outside the United States for the purpose of engaging in sex with a minor. Marvin Hersh from Florida went to prison in the U.S. because of his illegal activities in Central America. There was also a character who about five years ago was arrested in Thailand and charged in the U.S. under the same law.
